These two bodies are central to the management, coordination, advocacy, and lobbying of NGOs to operate with integrity and accountability and are legally constituted.
The National Coordinating Board for NGOs has been established by Section 6 (1) of the NGOs Act no. 24 of 2002 by the National Council of NGOs Section 25 (1) of the same Act.

To facilitate the implementation, coordination and monitoring of the activities of NGOs we have established a mechanism for the registration of NGOs at the National, Regional and District levels.

In addition, we appointed Assistant Registrars who are Planning Officers at the regional level and Administrative Secretaries at the District level. Given that the department is under the Ministry of Community Development, Gender and Children, it has been determined that Community Development Officers at district and regional levels should be used as Assistant Registrars at those levels.

However, the process of their selection is not complete but is progressing well. In addition, appropriate training on their role as assistant registrars was already provided.
As well as monitoring NGOs in accordance with the NGOs Act No. 24/2002 are required to bring to the Registrar of NGOs Headquarters their annual performance reports and audited annual financial statements.

2.0 REGISTRATION AND MONITORING OF PERFORMANCE OF NGOs IN THE COUNTRY

After the adoption of the NGO Act no. 24 of 2002, the Department gained full authority and capacity to register, supervise, coordinate and monitor the performance of NGOs at various levels.

The registration role which is legally the responsibility of the National Coordinating Board for NGOs was officially delegated to the Registrar of NGOs who is the Secretary of the National Coordinating Board of NGOs and the Director of the Department. Basically the implementation of this Act in the sense of registering NGOs under this Act officially began in January, 2005.

3.0 WORKING AND FINANCIAL INFORMATION REPORTING OF NGOs
In accordance with the NGOs Act no. 24/2002 Section 29 (1) (a-b) requires NGOs registered under this Act to prepare and submit their annual performance reports and income and expenditure reports verified by the Auditor-General.

The department has been receiving this information from registered and accredited organizations. Overall the challenges they face are lack of sufficient funds to run their operations, lack of operational and administrative skills, lack of creative skills and thus remain dependent on donors, secrecy of some NGOs that have already secured donors and lack of transparency in operations their work.

Practically this information has enabled the Department to identify the life of these organizations, the amount of money that was received and used for the year, to determine the number of foreign and local employees working for these organizations.

4.0 PROBLEMS / CHALLENGES FACING THE NGO Sector
The NGO sector in the country is growing very fast, as there has been a great awakening in the community to establish NGOs to be able to combat the various problems facing the Tanzanian community. The major challenges facing the NGO sector are as follows: –

4.1 GREAT RESOURCES NEEDS
